# Recital 35

Situations in which there is an imminent threat to the life, physical integrity or safety of a person should be treated as emergency cases, and entail shorter time limits for the service provider and the enforcing authority. Where the disruption or destruction of a critical infrastructure as defined in Council Directive 2008/114/EC ([19](#r19)) would imply such a threat, including through serious harm to the provision of basic supplies to the population or to the exercise of the core functions of the State, such a situation should also be treated as an emergency case, in accordance with Union law.
