# Recital 88

Service providers, in particular small- and medium-sized enterprises, should not be exposed to disproportionate costs in relation to the establishment and operation of the decentralised IT system. As part of the creation, maintenance and development of the reference implementation, the Commission is therefore also to make available a web-based interface allowing service providers to communicate securely with authorities without having to establish their own dedicated infrastructure in order to access the decentralised IT system.
