# Recital 89

It should be possible for Member States to use software developed by the Commission, namely the reference implementation software, instead of a national IT system. That reference implementation software is to be based on a modular setup, meaning that the software is packaged and delivered separately from the e-CODEX system components needed to connect it to the decentralised IT system. That setup should enable Member States to reuse or enhance their existing respective national judicial communication infrastructure for the purpose of cross-border use.
